font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">En la actualidad la mayor\u00eda de los municipios aragoneses se encuentran con graves problemas de financiaci\u00f3n, acrecentados por las restricciones presupuestarias que impone Montoro y que obedecen a las exigencias de la troika.<\/span> <span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Por este motivo, los llamados planes provinciales que cada a\u00f1o convocaba la DPZ supon\u00eda una importante fuente de financiaci\u00f3n y desahogo para poder llevar a cabo obras, actividades y dar servicio a la ciudadan\u00eda de los pueblos.<\/span>\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Durante el presente mandato se han conseguido varios objetivos para mejorar esta forma de financiaci\u00f3n:<\/span><\/p>\n\n\n\n\n<ul style=\"margin-top: 0pt; margin-bottom: 0pt;\">\n\t\n\n<li dir=\"ltr\" style=\"list-style-type: disc; font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline;\">\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Unificar la mayor parte de los planes en una \u00fanica convocatoria: el denominado Plan PLUS, para simplificar los tr\u00e1mites en los municipios.<\/span><\/p>\n\n\n<\/li>\n\n\n\t\n\n<li dir=\"ltr\" style=\"list-style-type: disc; font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline;\">\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Introducir \u00fanicamente criterios objetivos para la distribuci\u00f3n de las ayudas y subvenciones (especialmente el n\u00famero de habitantes), haciendo desaparecer criterios discrecionales. <\/span><\/p>\n\n\n<\/li>\n\n\n\t\n\n<li dir=\"ltr\" style=\"list-style-type: disc; font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline;\">\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Hacer desaparecer o reducir ostensiblemente las ayudas que se adjudicaban <\/span><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: italic; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">a dedo<\/span><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\"> (ayudas de Presidencia) de las que se abus\u00f3 en otras corporaciones y que redundaban en el aumento del clientelismo pol\u00edtico.<\/span><\/p>\n\n\n<\/li>\n\n\n<\/ul>\n\n\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Queda mucho por hacer, si bien a trav\u00e9s del grupo En Com\u00fan se ha trabajado en la l\u00ednea de que la DPZ sea una instituci\u00f3n m\u00e1s transparente y trabaje \u00fanica y exclusivamente para ayudar al desarrollo de los municipios.<\/span><\/p>\n\n\n\n\n<p dir=\"ltr\" style=\"line-height: 1.2; margin-top: 0pt; margin-bottom: 0pt; text-align: left;\"><span style=\"font-size: 14pt; font-family: 'TimesNewRoman'; color: #000000; background-color: transparent; font-weight: 400; font-style: normal; font-variant: normal; text-decoration: none; vertical-align: baseline; white-space: pre-wrap;\">Mientras existan las diputaciones provinciales, como instituciones p\u00fablicas que son y administradoras de fondos p\u00fablicos, resulta necesario que su gesti\u00f3n sea lo m\u00e1s transparente y equitativa posible.
